Child Safety and Wellbeing Policy

The Moe Football Netball Club Inc acknowledges the Brayakaulung people of the Gunaikurnai  (or Kurnai) Nation, the Traditional Owners of the land on which we operate. We acknowledge and respect their contributions, experience and knowledge as First Nations people. We pay our respects to their Elders, past, present and emerging.

AUDIENCE

Members, Players, Parents, Spectators, Volunteers, Coaches, support staff and Board of Management.

PURPOSE

The Moe Football Netball Club (MFNC) is committed to maintaining a safe, fair and inclusive environment where all people feel respected and safe. The welfare of the children in our care will always be our first priority and we have a zero-tolerance approach to child abuse and harm. We aim to create a child safe and child-friendly environment where children feel safe and have fun while enjoying the sports of Australian Rules Football and Netball.  

This Policy outlines how the MFNC prioritises the safety and wellbeing of children and what steps we will take to ensure this.

Any individual or group who identifies that this policy has been breached should report their grievance to the Club President or Secretary to initiate an investigation for determination of appropriate actions.

POLICY

MFNC is committed to providing an environment where all children and young people feel safe, supported and respected. 

Key Points

Adults who are interacting and working with children and young people must:

  • Treat all children and young people with respect,
  • Wherever possible ensure that another adult is present when working or interacting near or with children or young people,
  • Use disciplinary strategies that are fair, respectful and appropriate,
  • Wherever possible ensure that all written communication sent to a child or young person is copied to their parent / guardian,
  • Ensure that approval has been obtained from a child or young person and their parent/guardian prior to taking of photograph or film of a child or young person,
  • Limit all interactions with children and young people to the confines of offical duties,
  • Use best endeavours to complete a risk assessment for any program that involves children or young people,
  • Obtain permission from a parent/guardian prior to transporting children or young people,
  • Immediately report any concern for the safety or wellbeing of a child or young person to the Club,
  • President or their delegate, or directly to Victoria Police (call 000) if it is believed that a child or young person is in imminent risk of harm or immediate dange

Adults who are interacting with children and young people must not:

  • Initiate unnecessary physical contact with a child or young person,
  • Consume alcohol, drugs or tobacco when working with children or young peopl

Full Policy

Definitions

The Board of Management means:  President; Secretary; Treasurer; Vice President x 2; Football Director; Netball Director; Junior Football Director; Junior Netball Director; Facilities Director; Fund Raising Director; Bar Manager; Catering Manager; Events Director; Communications Director and Wellbeing Director.

Child abuse means:

  • a sexual offence committed against a child
  • an offence committed against a child under section 49M(1) of the Crimes Act 1958 (Vic), such as grooming
  • physical violence against a child
  • causing serious emotional or psychological harm to a child
  • serious neglect of a child.

Harm means: damage to the health, safety or wellbeing of a child or young person, including as a result of child abuse by adults or the conduct of other children. It includes physical, emotional, sexual and psychological harm. Harm can arise from a single act or event and can also be cumulative, that is, arising as a result of a series of acts or events over a period of time.

Child/Children/Junior means a person who is under the age of 18 years. 

Concerns means: any potential issue that could impact negatively on the safety and wellbeing of children.

Complaint means: is an expression of dissatisfaction relayed to MFNC related to one or more of the following:

  • our services or dealings with individuals,
  • allegations of abuse or misconduct by a volunteer or another individual associated with MFNC,
  • disclosures of abuse or harm made by a child or young person,
  • the conduct of a child or young person at MFNC,
  • the inadequate handling of a prior concern,
  • general concerns about the safety of a group of children or activity.

Role of the Board of Management in relation to this Policy

The Board of Management has the role of making sure MFNC prioritises children’s safety and that action is taken when anyone raises concerns about children’s safety.

The Board of Management will champion and model a child safe culture at MFNC. We encourage anyone involved with the Club to report a child safety concern. The Board of Management will work to create a positive culture around reporting so that people feel comfortable to raise concerns.

Everyone at MFNC has a role in identifying and managing risks of child abuse and harm. The Board of Management will make sure that Coaches and volunteers are conducting risk assessments and taking action to manage risks in accordance with this policy. They will also ensure that appropriate child safety training for Coaches and volunteers is identified and completed.

The Board of Management will conduct an annual review of how effectively MFNC is delivering child safety and wellbeing. The input of people involved with MFNC will be sought as part of this review. 

Children’s empowerment and participation

MFNC is highly committed to Junior Development of Players both from a Sporting aspect but also as Human Beings and good community citizens. We actively seek to include the views and ideas of our Juniors in our organisational planning, coaching, equipment and facilities.

We want Juniors to develop new friends through MFNC and encourage Juniors to be supportive of each other. We do not tolerate bullying or abusive behaviour between Players and take action if this occurs.

We respect the rights of Juniors and provide them with information about their rights including the right to be safe at MFNC. We actively seek to understand what makes Juniors feel safe in our organisation. We regularly communicate with Juniors about what they can do if they feel unsafe.

MFNC values the voices of Juniors and will act on safety concerns raised by Juniors or their families. MFNC supports children’s participation in the following ways:

  • Regular discussions with Juniors particularly with their Coaches, including conversations on what makes them feel safe and unsafe.
  • Consultation with Juniors about any proposed significant changes to the physical environment, policies, procedures or programs. Junior’s views are collected by Coaches and discussed by the relevant Sub Committee and further to the Board of Management to considered in the decision-making process.
  • Information provided to Juniors and families about MFNC operations and programs are made suitable for different age groups and diversity of the Club.

Families and communities

MFNC recognises the important role of families and involves parents and carers when making significant decisions about their child. Parents, families and communities are welcome to provide feedback at any time through our contact email address and are encouraged to raise any concerns they have with us.

MFNC provides information to families and community about our child safe policies and practices including through:

  • publishing this Child Safety and Wellbeing Policy and Code of Conduct on our website
  • including information about our child safety approach, our operations and Board of Management structure on our website

Creating culturally safe environments for all Aboriginal children and their families

MFNC is committed to creating environments where Aboriginal culture is celebrated and Aboriginal children, families and community members are welcomed and included. Strategies to embed cultural safety for Aboriginal children include:

  • an annual Indigenous Round which includes an Acknowledgement of Country and Smoking Ceremony, information sessions and an Indigenous Design Football Jumper and Netball Dress around the Gunaikurnai (or Kurnai) Nation,
  • consulting with families and members of the Aboriginal community to identify opportunities to promote Aboriginal culture and practices within the MFNC,
  • providing opportunities for children to share their cultural identity and express their culture, particularly during the annual indigenous round,
  • seeking feedback from Aboriginal children, families and communities on their experience at MFNC, particularly how safe they feel expressing their identity including their culture.

Valuing diversity

We value diversity and equity for all children. To achieve this, we:

  • provide training for all Board of Management members, Coaches and volunteers on understanding diversity and how to support inclusion and cultural safety,
  • welcome and support participation of all children, including children with disability, children from culturally and linguistically diverse backgrounds, those who are unable to live at home, LGBTIQ children and Aboriginal children and their families,
  • offer students and families through our registration forms the opportunity to provide information about themselves, including any specific needs to participate fully in our Club,
  • have zero tolerance of racism and other forms of discrimination and take action when discrimination or exclusion is identified,
  • deliver programming that reflects the diversity of our Juniors, their interests and cultures
  • strive to reflect the diversity of our community through representation in our staff and Board of Management members,
  • commit to ensuring our facilities and online activities promote inclusion of children of all abilities,
  • have a funding program in place to support Juniors to participate in the Club that may not otherwise have the money to enable them to do so.

Code of Conduct

MFNC has a Code of Conduct policy and also adheres to the policies of our governing bodies. Breaches of the Code of Conduct may result in disciplinary action including termination of a person’s involvement with the Club.

Recruiting volunteers

MFNC puts child safety and wellbeing at the centre of recruitment and screening processes for our Coaches and volunteers. We only recruit Coaches and volunteers who are appropriate to engage with children. Members of the Board of Management must also be screened.

We require a Working with Children Checks for all Coaches and Volunteers who have a role with children or have access to children’s personal information. We require all Coaches to have appropriate training for their roles and suitable personal qualities and backgrounds. Members of the Board of Management must hold a valid Working with Children Check.

Supporting Coaches and Volunteers

MFNC is committed to ensuring that all leaders, Coaches and Volunteers receive training to ensure they understand their responsibilities in relation to child safety and to support their engagement with children. MFNC assists its leaders, Coaches and Volunteers to incorporate child safety considerations into decisions and to promote a safe environment where children are empowered to speak up about issues that affect them.

Coaches and Volunteers will receive supervision to support their engagement with children and for compliance with our Code of Conduct and Child Safety and Wellbeing Policies.

Issues or concerns about behaviour with children will be raised immediately and addressed in line with our Code of Conduct and complaint handling policies.

Complaints and reporting

All reports of child abuse and child safety concerns will be treated seriously, whether they are made by an adult or a child and whether they are about the conduct of an adult or a child. All complaints and child safety concerns will be responded to promptly and thoroughly.

MFNC has a complaint handling policy that includes information for Coaches and Volunteers about how a complaint or child safety concern will be responded to. An easy-to-understand complaints information sheet will be provided for children, families and the community to know about the complaint process and the supports available to those making a complaint and those involved in the complaint process.

If a complaint includes an allegation or incident of child abuse or harm, then Coaches and Volunteers at MFNC must report it in accordance with the complaint handling policy. MFNC Coaches and Volunteers are required to prioritise children’s safety in any response and to report all potentially criminal conduct to Victoria Police. Under the complaint handling policy, Coaches and Volunteers may be subject to actions to support child safety including:

  • being stood down during an investigation or terminated following an investigation
  • having their duties altered so they do not engage with children at MFNC
  • not allowing unsupervised contact with children at MFNC
  • removing their access to the MFNC IT system and facilities.

If there is concern for the immediate safety of a child, immediately call 000.

Child Safety Officer

MFNC has a designated child safety officer with responsibility for responding to any child safety related complaints or concerns.

Child safety officer is introduced to the Juniors so they know and understand who the appointed officer is, and how and when they may contact them. Photo and name of the child safety officer is displayed on our noticeboard and on our website.

If a person does not feel comfortable making a report to the child safety officer, they may report their concern to anyone on the Board of Management.

Record keeping

MFNC is committed to making and keeping full and accurate records about all child-related complaints or safety concerns.

All child safety complaints, concerns, incidents and near misses will be recorded in the incident reporting system.

Records which may assist with the investigation of a complaint or safety concern will be identified and kept as part of the record of an investigation. Records will be kept even if an investigation does not substantiate a complaint.

We will record and keep the outcome of any investigations, and the resolution of any complaints. This includes findings made, reasons for decisions and actions taken.

Records will be stored securely and kept by MFNC for at least 45 years.

Information sharing

MFNC may share relevant information to promote the safety and wellbeing of children, where it is appropriate and in their best interests.  MFNC will keep information about complaints confidential, except where it is necessary to share information to respond properly to a complaint or to prioritise child safety. We may also need to share information about incidents or complaints with external authorities to comply with the law or to prioritise safety. Risk management

We recognise the importance of identifying and managing risks of child harm and abuse in the physical and online environments operated by MFNC.

We conduct regular risk assessments and have a risk management plan to address the risk of child abuse and harm at MFNC. The risk management plan will be developed in consultation with our Coaches and volunteers. We will ensure that any risk controls put in place balance the need to manage harm with the benefits of participating at MFNC. The Board of Management is responsible for approving the risk management plan.

Non-compliance with this policy and the Code of Conduct

MFNC will enforce this policy, the Code of Conduct and any other child safety and wellbeing policies. Potential breaches by anyone will be investigated and may result in restriction of duties, suspension or termination of involvement or engagement or other corrective action.

Review

MFNC will review all child safe practices and policies at least every two years. We also review relevant practices and policies in response to a child safety incident or ‘near miss’. Findings from reviews will be reported to the people involved in our Club and also inform our approach to continuous improvement of our child safety practices. Reviews are overseen by the Board of Management and will be informed by consultation with children, families, Coaches and Volunteers.

Code of Conduct - Behaviour and Respect

This policy seeks to provide guidance on accepted behaviours and actions in relation to respect and safety for all players, administrators, members, supporters and volunteers.

POLICY

The MFNC acknowledge and support the existing policies of AFL and Netball Australia in relation to Code of Conducts, this policy is in addition to and should be read in conjunction with the policies of our Governing bodies.

Respect

All people who are involved in the club have the basic human right to have their values, opinions, religion, national or ethnic origin, disability, sexual orientation or gender identity respected. To achieve this, the MFNC commits to:

  • Promote an environment of respectful behaviour, communication and interaction between people,
  • Educate players, administrators, members, supporters and volunteers in the standards of respectful behaviour in line with community and club expectation 

Appropriate Behaviours

Abuse (including on-line abuse), violence or criminal behaviour will not be tolerated by the Moe Football Netball Club Inc and all reported instances will be investigated and actioned appropriately.  Players, administrators, members, supporters and volunteers shall not:

  • Commit a serious criminal offence,
  • Directly or indirectly harass or bully (including cyber bully) any person,
  • Make or post inappropriate, offensive or discriminatory comments in public (including via social media),
  • about another person or controlling body,
  • Victimise another person,
  • Verbally or physically abuse, threaten, assault or engage in violence with another person, intimidate another person or create a hostile environm

Complaints Policy

The Moe Lions Football Netball Club is responsible for the safe and enclusive environment for all players, coaches, administrators and supporters whilst in attendance at out club. This policy formalises the process to be followed when a formal complaint is received and/or our club values have been breached in order to reach a professional and suitable outcome.

Upon receipt of a formal complaint, the following process shall be undertaken:

Step 1 – Lodgement and Initial Review
All formal complaints must be submitted in writing via email to the Club Secretary. moelionsfnc@gmail.com

Upon receipt, the complaint will be formally acknowledged and referred to the Club President for an initial review to determine the appropriate course of action.

Step 2 – Investigation and Enquiry
An appointed Executive Committee member shall be responsible for conducting a formal enquiry into the complaint. The enquiry will be undertaken using the approved complaint investigation template and may include gathering relevant information, statements, and evidence from involved parties as required.

Step 3 – Board Consideration
The findings of the enquiry, together with any supporting documentation, shall be presented to the Board for consideration. The Board will review the matter and determine appropriate recommendations or actions based on the information provided.

Step 4 – Communication of Outcomes
The Board’s recommendations and/or decisions shall be formally communicated to all relevant parties involved in the complaint in a timely and appropriate manner.

Step 5 – Ongoing Monitoring and Review
The Club shall monitor and review the implementation of any actions arising from the recommendations. Where appropriate, the Club will also assess ongoing conduct, relationships, and compliance to ensure the matter has been adequately resolved.

Communication Policy

The Moe Football Netball Club is required to provide communication to various interest groups and stakeholders who are both aligned with the club as internal stakeholders or have interest as external stakeholders.

General Communication Principles

All communication must be appropriate, professional, and respectful in accordance with the Respect, Behaviour and Child Safety Policy. The target audience is required to be considered and purpose of the communication understood prior to distribution.

All content intended for the club's main social media pages must be submitted to the Communication Coordinator via email. For the 2026 season, the Communications Board Representative is Ashlee Johnson (ashlee.mjohnson93@gmail.com)

People requesting information to be posed must provide all required information and photos.

Closed Facebook Group

This page is accessible to approved users who are known members or supporters of the Moe Football Netball Club. In some instances, information from other forums will be posted on this page also and the page is predominantly used for Club information (events, meals, social functions, milestones, updates, etc.) noting that any events or activities posted in this page require approval from the MFNC Board before being published.

Approval is via email to MFNC Communication Coordinator (ashlee.mjohnson93@gmail.com) or MFNC Secretary (moelionsfnc@gmail.com).

Members are welcome to post in the closed group, provided communication remains respectful and aligns with the club's values.

Player / Coaches Communication Groups

Owner: Football and Netball Coordinators

Communication groups are in place for the various playing groups and are typically set-up and administered by team coaches and / or group coordinators. These groups are primarily set-up for communication between members of these groups related to training and playing arrangements.

  • Communication in team chats must remain respectful at all times.
  • Coordinators, Coaches and team officials must monitor chats to ensure appropriate conduct in accordance with this policy.

Internal and external general communications

Email communications are made to various stakeholders as a means of communicating meeting minutes, club results and information, sponsorship information, invoicing (incoming and outgoing), club information and various other functions.

Were possible, all club related emails are to be sent from the club email - moelionsfnc@gmail.com.

The Moe Football Netball Club President is responsible for all communication with Gippsland League, Gippsland League Competing Clubs Boards and Neighbouring Clubs and Leagues and all correspondence related to these communications required to be approved either by review or agreed delegation.

Face to Face / verbal Instruction and Communication

Face to face or verbal communication is used to communicate direct messaging, training and coaching to all stakeholders involved with the Moe Football Netball Club and can take various forms including group sessions, one on one communication, phone communication and meetings.

Where appropriate, all verbal communications are to be recorded and saved as minutes or training attendance / information packages to retain the records of these discussions.

All communications are required to adhere to the requirements of this policy, specifically the general communication principles.

Complaints / Issues

All complaints or issues that are unresolved and require intervention and follow-up are required to be investigated and actions determined to achieve a satisfactory outcome as per the Moe Football Netball Club Complaints Policy.

Complaints and unresolved issues requiring follow-up or investigation are required to be formally emailed and addressed to the Club Secretary moelionsfnc@gmail.com and then forwarded to the Club President for consideration and action.

Coaches 'in kind' package Policy

AUDIENCE

Coaches, assistant coaches, Club merchandise and membership coordinators.

PURPOSE

To recognise the contribution of coaches and assistant coaches to the Club, reduce their ‘out of pocket’ expenses and to ensure a responsible, consistent, transparent and fair approach to allocation of Club resources.

PROCEDURES

Ordering apparel and merchandise

The Merchandise Coordinator will use Club communication channels to advise deadline for apparel and mechanise orders.  Coaches and Assistant coaches are to contact the Merchandise Coordinator with their requirements consistent with this Policy. 

Every effort will be made to provide apparel in time for Round 1.

Gippsland League Season Pass

The Club receives a limited number of Gippsland League Season (including Finals) Passes each year.  This policy gives priority to coaches to help reduce their ‘out of pocket’ expenses in recognition of their contribution to the Club. The Club Secretary will distribute Gippsland League Season Pass to each coach by Round 1.  This Pass is valid for all Home and Away games and Finals.

POLICY

It is the policy of the Moe Football Netball Club to provide the following to the Club’s coaches and assistant coaches within the following parameters.

Coach Year One  - Club Polo and Jacket and League Season Pass  Year Two and each subsequent year - League Season Pass

Assistant Coach Year One - Club Polo and Jacket and Club Adult Membership  Year Two and each subsequent year-  Club Adult Membership

 

Life Membership of the Moe Football Netball Club

AUDIENCE

All financial members of the Moe Football Netball Club Incorporated.

BACKGROUND

The Constitution of the Moe Football Netball Club allows for ‘…the Board to resolve it is of the opinion that any person nominated for Life Membership has rendered distinguished service…such a person may be elected a Life Member at a general meeting,’

PURPOSE

This Policy aims to ensure the Life Membership is awarded for distinguished service to the Moe Football Netball Club Incorporated.  It is consistent with the Club’s constitution and provides guidance to the Board with respect to the election of people as Life Members of the Club.

DEFINITIONS

“The Club” means the Moe Football Netball Club Incorporated

“Players” means any person who is or has been registered to play with the Club

“Life Member” means a member who has been elected to life membership         

“Executive” means the President, Vice President, Secretary and Treasurer

“Official” means game day official as listed on team sheets.

“Player” means a person who has achieved 200 Club games comprising of senior and reserves football or A, B or C grade netball matches.

“Senior Grade games” means a person who has achieved 200 Club games comprising of senior and reserves football or A, B or C grade netball matches.

“Volunteer” is defined as any role listed in the Club’s organisational chart other than the Executive.

POLICY

Any person proposed as a Life Member shall be nominated for such membership by two members. The form of such nomination shall be in writing signed by the members making such nomination and by the person proposed by way of consent thereto and otherwise shall be in such form as the Board may from time to time prescribe or accept.  The Secretary shall submit all such nominations to the Board for consideration at the next scheduled Board meeting.

If the Board resolves that it is of the opinion that any person nominated for life membership has rendered distinguished service to the Association or to the furtherance of the objects of the Association then such person may be elected as a life member by a general meeting.

If the Board is in disagreement or has no real knowledge of the person so nominated they may seek external guidance from previous Board Members and other Life Members to determine the suitability of the nominated person to be awarded Life Membership.

Nominations for Life Membership are encouraged to be made in a timely manner.  Nominations will generally not be considered if more than three years have passed (in the opinion of the Board) since the primary component(s) of the outstanding service (on which the nomination for Life Membership is being judged) was completed or made, unless the Board so determines.  This places the onus on the proposers to act promptly and ensures that worthy would be contemporary recipients are not displaced from the period in which their contributions should be recognised.  This however does not prevent a historical nomination to be made and accepted by the Board should the Board consider the circumstances warrant it.

The name of the elected Life Member shall be entered on the Register.

Any person elected Life Member shall be exempt from payment of any further membership subscription but shall nevertheless be entitled to all the privileges and benefits and be subject to the same liabilities and duties as an Ordinary Member.

GUIDE FOR LIFE MEMBERSHIP

The election of a Life Member is recognition by the Club of distinguished service to the Club by a member.  

This honour may be bestowed on a person by the Club at any appropriate time, and is not linked necessarily to that person’s retirement from the Club.  It is also not automatic or awarded based solely on years of service. 

Distinguished service to the Club by a member is one which:

  • Results in the Club being substantially, demonstrably and positively impacted by that contribution, and
  • Required substantial, commendable and regular personal input, and
  • Exemplifies the Club’s values, and
  • Demonstrates ongoing commitment which occurs over a significant period as defined by, or any combination of, the following:
